5. Name of the association

 

 

The name of the association has been decided as

 

Asia Oceania Neutron Scattering Association (AONSA)

 

Issues on the name: Japanese side suggested that the 4th word should be "Science," rather than "Scattering." Reason is that the word "Scattering" does not include radiography, neutron source technology, fundamental physics   etc., which are playing quite important roles in the neutron society. However, the most participants thought the word "Science" too broad, too wide and they were afraid that the name would be ambiguous. It was noted that the American and European Neutron Associations both use the term scattering rather than science.  Finally, Japanese side agreed for now with "Asia Oceania Neutron Scattering Association" with following note.

 

NOTE: In the constitution of AONSA, which will be prepared in the near future, this point will be reconsidered.

 

6. Time when AONSA will be established.

 

We will establish AONSA by August 2008, when we will declare the AONSA formation in the IUCr Congress in Osaka.

7. Discussion on Previous Agreements and Disagreements

7-1. Items which have been agreed in the statements from Australia, Korea and Japan

 

1) Items1-3: We confirmed.

 

2) Item4: (Interim Executive Committee (IEC) Membership)

 

Following our previous agreement (see "Rob AONSA_Meeting_notes_Mito_Mar08.doc"), we will have Interim Executive Committee to prepare/initiate AONSA.  The IEC will prepare the constitution, voting mechanism, and other operational details of AONSA. The number of the committee members of the IEC will be 6 for the time being.

 

User communities, which already have a formal user society, will send two committee members.  Two persons from each of the following:  Australian Neutron Beam Users Group, Korean Neutron Beam Users Association, Japanese Society for Neutron Science.

 

User communities which do not yet have user society, can send one observer.  One person from each of: China, Indonesia, India, Taiwan

 

All participant user-community representatives should choose their Interim Executive Committee members or observers and send the list of the name to Masa Arai by E-mail by March 20. Masa Arai acts a coordinator until the IEC is formed.

 

3) Items5-7: We confirmed.

 

7-2. Items which have not been agreed upon prior to the meeting.

 

1) Item1: (Funding)

It was agreed that we would need funding but we could not get definite conclusion on amount and how this was to be raised. The issue is left to be discussed in the future.

 

2) Item2: (Association Office of AONSA)

The administration office of AONSA should based at an appropriate site, and not rotate. The participants thanked the J-PARC center for their offer to house this and it was agreed that the association office will be at J-PARC center.

 

3) Item3: (President/Vice-President Affiliation)

We have agreed that the president and vice-president can be employees of a Neutron Scattering Facility.  The President need not be located at the same location as the administration office.

 

7-3. Future Actions

 

1) Item1: (Formation of new user societies)

Taiwan and India can do by August 2008. Indonesia needs discussion, but it would be tried. China will do the best to do.

 

2) Item2: (When will Interim Executive Committee start?)

After Masa Arai's receiving the list of Committee & Observer members list.

 

3) Item3: (Endorse the Summer School in Korea for August)

Korean side gave presentation of current status of preparation of summer school. The summer school has been identified as the first summer school of AONSA. The school will be held during August 17-23, 2008 at KAIST which is near KAERI. Topics of the school will be neutron reflectometry and SANS. Expected number of students is 40 and Korean students number will be controlled not to be exceed 50%. Number of lecturers is 6-8 and we are listing the candidates.  The advertising of the summer school will be circulated by the participants in this AONSA business meeting.

 

 

8. Other Comments and Discussions

 

Yasuo Endoh proposed to call to other countries in Asia-Oceania region to join us. We agreed that. Some of appropriate actions should be done.

Asia-Oceania Neutron Scattering Association or

Asian Neutron Scattering Association

 

What we agree on:

 

1.   Basic Mission and purpose of the Association

2.   It is a federation of User Societies

3.   Formal formation of Association by August (IUCR meeting in Osaka)

4.   Interim Executive Committee of at least 6 persons

5.   Funding of the Association is not an immediate issue
6.   We include neutron radiography and other neutron beam applications in “neutron scattering”
7.   We want to run a regional meeting (like ACNS/ECNS) every 4 years starting in 2011

 

What we disagree on:

 

1.   Who pays? When?  Do we need funding?
2.   Hosting the Association (admin support, bank account, website):  1 place or rotate?
3.   Can President/Vice-President be employees of facilities or not?

Possible Actions:

1.   Form User Societies as soon as possible (by August) in India, China, Taiwan,…
2.   Form the Interim Executive – today?

3.    Endorse the summer school in Korea for August
