       .BUDGET PROPOSAL FOR JFY2004.

          As described in the previous Newsletter, the main
negotiation with the Government for JFY2004 includes: a) a sharp
increase in the JAERI-portion of the budget in order to complete the
project in a timely manner, b) the initiation of the neutrino experiment,
And c) additional funds to allow an early recovery of the linac energy
to the original 400 MeV (which is now reduced due to the design change
of the entire accelerator system).

          After a long negotiation in the summer with our funding agency
called the MEXT (= Ministry of Education, Culture, Sports, Science and
Technology), the MEXT finally agreed to send the budget request for
the first two, a) and b) to the Ministry of Finance. Concerning the first
 point, The project has to be delayed, however, by one year to match
to the funding profile. By this funding stretch we expect that the
completion date of the accelerators is delayed approximately by half
a year. On the other hand, by delaying the project by one year, the
MEXT agreed to initiate the neutrino project which was classified
originally as a Phase 2 project in the J-PARC. The budget proposals
were sent from the MEXT to the Ministry of Finance at the end of August.

          Recently in Japan all science budget proposals from the MEXT
are subject to review by a third party called the "Council of
Science and Technology Policy". This Council is a high-level Council
in Japan. The review of this Council was conducted in the middle of
September. The conclusion by this Council is that a) Phase 1 project
must be conducted and must be finished in a timely manner, while b) it
is too early to start the Phase 2 neutrino program. The project team
is not happy about this conclusion (see descriptions in the next item
for later progress on this issue).

          We are in the third year for construction. I did not expect
that we had to work so hard on budget in the middle of the
construction period. The conclusion for a new budget profile will be
given at the end of December.

       .NEW REVIEW COMMITTEE WILL BE FORMED SOON.

          After the above evaluation was reported in public, the MEXT
and the Council discussed again the case for the neutrino program and
they agreed to create a high-level committee to review the project
again, to decide if the neutrino program must be in or not in the
coming year's budget. The review will be conducted for one month
(November).

       .STATUS OF LETTERS OF INTENT.

          Last year the Project Office called for two types of Letters
of Intent, one for neutron instruments at 3 GeV and the other for
nuclear and particle physics experiments at 50 GeV. For neutron
instruments the selection was made for the 18 LoI's, and about half
of the LoI's were recommended to move to the next stage for more
Detailed proposals. These detailed proposals were received at the
Project Office in October. Also, new proposals arrived recently at the
Project Office.

          On the other hand, for nuclear and particle physics
experiments, presentations of 30 LoI's were made at two meetings in
March and June. The results were sent to the Project Director. The
committee recommended two important experiments for Day-1 at 50 GeV.
Also, the committee recommended the importance of a test beam line.
About 16 experimental proposals were submitted for Phase 1 (but not
for Day-1). The committee examined all the proposals carefully and
ranked them. The Project Office is currently modifying the design of
the experimental hall to allow important experiments for Day-1 and
also in Phase 1. In addition to these proposals, many new proposals
that require new beam lines were also submitted. They are classified
as Phase 2+ experiments. Several excellent proposals were submitted
in this Phase 2+ category. The project team decided to prepare a new
second fast-extraction beam line in addition to the first
fast-extraction beam line for the neutrino project.

       .ORGANIZATIONAL STRUCTURE FOR THE OPERATIONAL STAGE.

          Recently very lively discussions on the organizational
structure at the operational stage are in progress at KEK, JAERI and
at the project team. Since this project is a joint project between
two independent organizations, it is not a priori clear what would be
the best structure for the operation of the J-PARC facility. By the
end of this year, a concrete proposal will be generated through these
discussions. At the present moment, it is too early to describe the
content of these discussions. I will report the suggested style of
the organization when the discussions converge to a conclusion.

       .BEAM TEST OF THE LINAC LOW-ENERGY FRONT-END UP TO THE 20-MEV
        DRIFT-TUBE LINAC WILL BE STARTED SOON.

          The beam test of the linac low-energy front-end up to the 20-MeV
Drift-Tube Linac will be started soon. The beam test up to the
3-MeV Medium Energy Beam Transport (MEBT) between the Radio-
Frequency Quadrupole (RFQ) Linac and DTL with a peak current
of about 30 mA was finished last March. The first tank of the DTL was
installed in the KEK tunnel in order to conduct its beam test. In contrast
to the SNS DTL, the quadrupole magnets within the drift tubes are all
electromagnets rather than permanent magnets in order to keep
flexible knobs for the focusing parameters. Consequently, a little
lower accelerating frequency of 324 MHz has to be chosen for the
larger size of the quadrupole electromagnets. Nevertheless, the
higher frequency than those (typically 200 MHz) of conventional
DTL's was realized even with electromagnets by introducing new
technologies for fabricating very compact electromagnet coils with
water channels: a combination of electroforming and wire cutting
methods. The higher frequency than conventional DTL's made it possible
to use klystrons rather than the tetrodes or triodes. The higher
frequency is more preferable from the viewpoint of the space charge
effect. The installed DTL was provided with RF power 1.2 times
higher than designed. After proper conditioning the RF high power
operation became stable. The negative hydrogen ion source is on
stand-by, while the RFQ linac is under reconditioning. The beam
test will be thus started within this October.

       .THE ACRONYM OF THE KEK-JAERI JOINT RNB FACILITY.

          The construction of the KEK-JAERI joint RNB facility will be
finished in the mid of next year. Before starting the operation, the
acronym of this facility was decided as, TRIAC (Tokai Radioactive Ion
Accelerator Complex) facility. This is also an abbreviated form of
"Tri-ACcelerators" (Split Coaxial RFQ type, Inter digital H type, and Super
Conducting type linacs) facility. Please try to use this nickname in
future.

       .DEVELOPMENT OF RADIOACTIVE PROBES FOR MATERIAL SCIENCE.

          We have developed a radiotracer method for diffusion studies
in solids. Test experiments have been performed, by using an 8Li-beam
at the JAERI Tandem Accelerator. We measured alpha-particles coming
out of the sample of LiAl compound and have found that the time-
Dependent yields of alpha-particles from the diffusing 8Li primarily
implanted in LiAl is a good measure of the Li diffusion in the sample.
The experiment will be extended to measure the Li diffusion coefficients
in Li ionic conductors in order to study the mechanism of the ionic
conductivity.

       .EXTRACTION OF RB- AND CS-ISOTOPES FROM U-TARGET.

The ISOL Target/Ion Source group has recently performed a test
Experiment of a uranium-carbide target developed for producing
neutron-rich heavy radioisotopes at the TRIAC facility. The amount of
uranium impregnated in graphite was 0.2g, one tenth of the real target.
Rb and Cs isotopes were successfully extracted at JAERI-ISOL under
the irradiation of protons of 30MeV with an intensity of about 100pnA
(particle nano- ampere). The target/ion source module including
the Re-surface ionizer will be examined to see how the radioactivity
is distributed in the wall of the module by measuring the residual activity.

       .TARGET R&D IS GOING ON.

          The production target for the slow-extracted beam in the
hadron hall will be the most fragile device in our high beam
intensity facility. It has to operate under the extreme conditions of
very large heat deposit and high radiation. We need a careful design
and R&D in order to complete a reliable system. The basic concept
adopted is water-cooled rotating disks. Recently a mechanical
prototype has been made to test the rotation driving performance
And the characteristics of water circulation. It was installed in the
beamline mockup at the KEK 12-GeV PS. Since the driving motor is
Put at a 4-5m distance, the optimization of transmission system is
important. The disks are cooled by soaking the lower part into a
water vessel. The fluid motion between the disks was investigated
both in a simulation calculation and in the actual measurement of
fluid velocity distribution. Different parameter sets of the disk
gap, water depth and rotation velocity were studied. By calculating
heat transfer coefficients from the data, all these parameters will
be optimized. At the same time the total system will be designed
taking into account the procedure for disassembling after enormous
activation.

       .SYMPOSIUM: STRANGENESS NUCLEAR PHYSICS AT THE J-PARC HADRON
        FACILITY.

          A symposium was organized during the 2003 autumn meeting of
the Physical Society of Japan held in Miyazaki. Nearly two hundred
people participated and discussed the nuclear physics program at
J-PARC.

       .THE SECOND NEUTRON SOURCE TECHNICAL ADVISORY COMMITTEE
        (N-TAC2) MEETING WAS HELD AT KEK. MORE SUBSTANTIAL ADVICE
        WAS GIVEN TO THE PROJECT TEAM REGARDING OPERATION,
        MAINTENANCE PROCESSES WHICH RELATED TO THE FACILITY SAFETY.

          Documents of detailed plans for the facility safety were submitted
to
the project director. Their adequacy will be reviewed by the committee.
According to the second call for letters of intent (LOI) of neutron
instruments,
the project team has prepared renewed proposals for instruments, which were
declined in the last review by the instrument planning review committee.
     
          Bids for the mercury-target container, the mercury-
circulation system, the cryogenic cold-moderator system, the hydrogen
-circulation system, the target remote handling system, etc., have been
awarded to different vendors. The control system, a storage device for
radioactive components, and several other bids are under call for tender.
As one of bids for tender, a port for neutron beam measurements at
the initial neutron source test is under preparation.
     
          A master construction time schedule has been established by
incorporating schedules of each components after adjustment of
interfacing procedures.
     
          A meeting of the second Technical Advisory Committee on JSNS,
N-TAC2, was held on September 24 to September 27, 2003 at KEK,
Tsukuba. Five out of six members attended, and thoroughly dedicated
to give us valuable advice. This time in particular, emphasis was placed
on the detailed technical design of the target container in relation to the
safety remote-handling procedure validation. To a safety guideline
and off-normal events consideration, TAC gave us considerable valuable
advice to be factored into the technical designs. The most important and
effective advice was to place a plate in the safety hull to prevent
unnecessary contamination of Hg leakage when the target container was
broken. Importance of operation strategy of the very first target
vessel was addressed in relation to the design modification mentioned
above.

       .THE FIRST PILLOW-SEAL KEK-MODEL ACHIEVED A LEAK RATE OF
        3.5 x 10(-7) Pa m(3)/s.
    
          As a vacuum connection in the M2 line, where a severe beam
loss is predicted in the beam ducts of both the primary proton beam
line and the extraction secondary beam lines in the vicinity of the
muon target, we are planning to adopt a pillow-seal which can be
mounted and dismounted by remote handling from the maintenance
area. Although the pillow-seal was originally developed at PSI, we
have been developing a dedicated pillow-seal KEK-MODEL, in order to
match our following requirements: 1) its aperture is 250 mm in
diameter, 2) it can be expanded more than 30 mm by pneumatic air
Pressure (70-100 mm in stroke) while holding parallel to the flange
of the beam duct, 3) its leak rate is of the order of 10(-7) Pa m(3)/s.
Recently a prototype pillow-seal KEK-MODEL was assembled successfully
and its leak rate was measured to be 3.5 x 10(-7) Pa m(3)/s.

       .CONCEPTUAL DESIGN AND R&D ON THE TRANSMUTATION EXPERIMENTAL
        FACILITY ARE CONTINUED.

          For the design of the ADS Target Test Facility, the
engineering feasibility of innovative spallation targets with
Pb-Bi annular flow driven by an electro-magnetic pump was investigated.
Cooling concepts with the potential supply of water or helium gas were
studied. The thermo-structural analysis of the target window was also
performed using the ABAQUS code, and the allowable beam injection
Condition was specified. The R&D on Pb-Bi technology and irradiation
damage of material were also continued. As the development of the
instrumentation in liquid Pb-Bi, tests of home-made oxygen sensors
with Bi-Bi2O3 and In-In2O3 reference systems were conducted with the
oxygen sensor with Pt-air reference system.

          For the design of the Transmutation Physics Experimental
Facility, the possibility to use the minor-actinide fuel was discussed
from the viewpoints of radiation shielding and heat removal. Preliminary
results showed that the fuel containing neptunium and americium can be
handled with practical shielding, remote handling and cooling, although
that with curium isotopes is almost impractical. Aiming at the
development of instrumentation for the Transmutation Physics
Experimental Facility, a small-size pulsed DT neutron generator was
manufactured, which will be installed in the Fast Critical Assembly
(FCA) at JAERI.

       .EPICS-BASED CONTROL SYSTEM FOR THE 60MeV LINAC TEST.
 
          Tests of the 60MeV linac started by using the EPICS-based control
system. The driver software and support software on IOCs (Input/Output
Controllers) have been tested and improved. The DTL Q magnet power
supplies have been successfully operated with network interfaces and
timing signals to supply pulsed current to the Q magnets. The web
server for the J-PARC control system, jhvacsv03, has been moved from
" kek.jp " domain to " j-parc.jp " domain. The new URL is
" jhfacsv03.j-parc.jp ".

       .CONSTRUCTION OF THE ACCELERATOR TUNNEL FOR THE 3GEV SYNCHROTRON
        STARTED.

          Construction of the Linac Building progresses successfully
and the construction of the basement tunnel will be finished in
December.

          As for the 3GeV Synchrotron Building, construction of the
accelerator tunnel started at the end of September.

          Construction of the Material and Life Science Facility
Building will be contracted in December.

       .THIRD QUARTER OF THE ACCELERATOR TUNNEL CONSTRUCTION FOR THE
        50GEV SYNCHROTRON WAS ORDERED.
          
          Total length of the accelerator tunnel for the 50 GeV
Synchrotron is 1.6 km and the construction is divided into 4 areas.
The third quarter area was ordered at the end of September, however
the area is in an archeological site and the construction will start
after the exploration. The first quarter area is under construction.
As for most of the second quarter area, an exploratory drilling
to explore archeological excavation progresses and the rest of the
second quarter area is in construction.
