       .BUDGET PROPOSAL FROM MEXT TO MINISTRY OF FINANCE CREATED.

          At the end of August, the budget proposal for JFY2006 from
our funding agency, MEXT, to the Ministry of Finance was created.
This proposal, after the comments from the Council of Science and
Technology Policy (CSTP), will be reviewed by the Ministry of Finance
and, then, the final amount will be decided at the end of December,
2005.

          Although the funding is always tight, our funding agency has
made a great effort to increase the budget for J-PARC in JFY2006.
Accordingly, if the entire budget is approved by the Ministry of
Finance, we do not foresee any major delay in the construction project.
The only problem that we are afraid of is a shortage of the
operational budget, since we shall start to send beams to the Linac in
the summer of 2006, so that the electricity power bill must be paid
from the operational fund.

       .PROPOSAL ON RADIATION SAFETY SUBMITTED AT THE END OF AUGUST.

          At the end of August, another big event was that the project
team finally submitted a radiation safety proposal to the Government.
This type of the proposal is usually not a big issue for a project
under one institution. However, since the J-PARC is managed by two
independent institutions, it is not at all trivial to submit this.
After many discussions among KEK, JAERI, and MEXT, the proposal was
finally accepted by the MEXT. The radiation safety will be controlled
and managed by a new organization, the J-PARC Center, which will start
its function from February, 2006.

       .REVIEW OF THE OPERATIONAL BUDGET.

          At the operational stage of the J-PARC the needed budget for
the operation of the J-PARC would be about 190 Oku Yen ( about 170M
USD) per year. The bottom-up analysis of the needed operational
budget has been performed intensively during the past one year. The
result of the analysis was reviewed by an international review team
(chair: Dr. Y. Cho at ANL) in the middle of August. The report from
the review team was already mailed to the project director. Although
many useful comments are written in the report, the Committee agreed
that the total amount of the budget needed at the operational stage is
not far from what was estimated by the Project Team.

       .NEW JAEA WAS STARTED ON OCTOBER 1, 2005.

          On October 1, JAERI(Japan Atomic Energy Research Institute)
was merged to JNC (Japan Nuclear Fuel Cycle Agency) to form a new
organization called Japan Atomic Energy Agency (JAEA). The total
number of employee is 4,380 and the total budget is about 2,000 Oku
Yen (about 1,800M USD). The J- PARC project will be promoted
continuously under the cooperation between KEK and JAEA.

       .OVERALL CONSTRUCTION IS IN STEADY PROGRESS.

          Finally, I would like to comment that the construction work
is in steady progress during the past months. Recently we have many
visitors to the site. Whenever I walk on the site with these visitors,
I discover at least one or two major new advances on the site. This
is a healthy situation. The overall progress of the project is thus
reasonably good.

       .THE CERAMICS VACUUM CHAMBERS FOR THE BENDING MAGNETS OF THE
        1-MW RAPID-CYCLING SYNCHROTRON ARE NOW UNDER MASS PRODUCTION.

          In Newsletter #20, we reported that the first ceramics
vacuum chamber for the RCS bending magnet (BM) was in the final stage
of its fabrication, where RCS stands for the 3-GeV, 1-MW Rapid-
Cycling Synchrotron. The first chamber was completed in mid August.
In contrast to the circular aperture of those for the quadrupole
magnets (QM), the aperture of those for the BM is a race-track shape
in order to keep a large physical acceptance in both horizontal and
vertical directions. For this reason, we have experienced much more
difficulty in developing the BM chambers than the QM ones. Actually,
the production of the first BM chamber was delayed by eight months
behind schedule. Although we were delighted at the success of the
first chamber, they failed in brazing the second chamber, that is, a
vacuum leak was found after brazing. Here, the four short unit
ceramic chambers metalized at both ends are brazed in a vacuum furnace
to form a long one. After intensive investigation to find the reason,
we finally succeeded in brazing the third through sixth chambers. In
particular, the fifth and sixth chambers were brazed simultaneously in
the furnace. Since the brazing process is a bottle neck for producing
the chambers, this breakthrough will help to catch up the production
schedule from serious delays.

       .ABRUPT CHANGE OF Li-ION DIFFUSION IN LiGa MATERIAL WAS
        MEASURED FOR THE FIRST TIME.

          The experimental data on the diffusion coefficients of Li
observed in the most Li-deficient LiGa in beta-phase were press-
released: The abrupt change in the value of the coefficients (by more
than two orders of magnitude) around -30 deg was observed for the
first time anywhere directly in terms of Li diffusion, which is
associated with the order-disorder transition of the substitutional
atomic vacancy of Li.

       .THE FIRST EXPERIMENT USING 0.47MeV/A 8Li(T1/2=0.84S)-RNB.

         The beam was delivered to the experimental area in order to
measure the diffusion coefficients of Li in the ionic conductor of
LiGa for 3 days in July. In this experiment, an improved quality of
the 8Li beam was realized, which gave narrower concentration-depth
profile by a factor of 4, as compared to the previous experiments,
which used an energy-degraded beam. Consequently, the diffusion
coefficients could be obtained with better accuracy. The
experiments, approved by the PAC at the beginning of this year, are
going to be performed from November this year.

       .MASS PRODUCTION OF SUPERCONDUCTING COMBINED-FUNCTION
        MAGNETS FOR THE NEUTRINO FACILITY LAUNCHED.

          In the neutrino facility, superconducting magnets will be
used to bend the primary proton beam by 80 degrees towards Super-
Kamiokande. In order to reduce the number of magnets (and hence cost)
while keeping sufficiently large acceptance, combined-function magnets
were adopted and have been developed in the Cryogenic Science Center,
KEK. The magnet consists of left-right asymmetric coils of a single
layer, which produce a superposition of a dipole field of 2.6 T and a
quadrupole field of 19 T/m at the operating current of 7345 A for 50
GeV operation. To further reduce the cost of the magnet system, the
components developed for other projects, such as LHC and RHIC, were
incorporated into the system design. Especially the LHC components
are utilized widely, because their costs were optimized due to mass
production. Last February, the first full-size prototype magnet was
completed and tested. This prototype has been successfully excited up
to 7700 A (5% above nominal current for 50GeV operation) without any
spontaneous quenches. A second prototype magnet was also made and
tested. It reached 7700 A without spontaneous quench as well. Field
quality of the magnets was also measured and confirmed to meet its
specification. In this fiscal year, a contract to manufacture
production magnets has been made with Mitsubishi Elec. Co. and the
production has been started. The facility is scheduled to be
completed in JFY2008, and it will become the first extraction beam
line that utilizes a superconducting combined function magnet of this

       .TWO OF THE INSTRUMENTS THAT HAVE BEEN PROPOSED BY THE PROJECT
        TEAM ARE LIKELY TO BE FUNDED.

       .THE JSNS DETECTOR GROUP HAS DEVELOPED A NEW MICRO-STRIP GAS
        COUNTER (MSGC), WHICH DEMONSTRATED BEST IN WORLD PERFORMANCE.

          The building of the conventional facility are in progress
on schedule. Almost all cable penetrations has been embedded into the
Facility structure. So far, there have been no accidents.

          A target container for simulation testing has been procured
by JAERI. Results for various tests with that target container to
evaluate remote handling performance have been summarized to verify
the design feasibility and to make the final design of the first
target system.

          The building of the 3GeV beam transport line system has been
completed. Installation of the cooling water system was finished in
the upstream region. Some of the apparatus of the power cabling for
the electric power supply has been fixed along the beam tunnel.

          An inelastic scattering instrument for J-PARC has been
funded by MEXT scientific funding program for this year. The
instrument will be constructed as a Day-one system of J-PARC in 2009.

          The budget proposal by JAERI for two instruments that have
been proposed by the project team has gotten a high priority from the
government. These are very likely to be funded as Day-one
instruments.

          The JSNS detector group of JAERI has developed a new
micro-strip gas counter (MSGC) for JSNS, which demonstrated best in
world performance for spatial resolution, counting speed, and
neutron/gamma-ray ratio. The detector is under testing to assure
its long-time stability.

          A prototype of data-acquisition system has been developed
and started on-beam tests at KENS from July, 2005. It is a
distributed processing system which consists of several PCs for
larger data-size experiment at J-PARC. The system is working
successfully for substantial user experiments at a small and wide-
angle neutron scattering instrument (SWAN).

       .GUIDE SHIELDS FOR THE REMOTE HANDLING INSTALLATION OF THE
        MAGNETS, CHAMBER, MONITORS, ETC. WERE CONTRACTED.

          Our design principle in the vicinity of the muon target up
to the neutron target is that every component must incorporate a
radiation shield up to a level of 2.4 meters above beam level (FL 4m)
and also must be installed from the maintenance area by remote-
handling. In particular, in order to allow such installation by
remote-handling, we have been designing special guide shields for the
beam line magnets as heavy as 50 tons, a target chamber, pillow seals
and two sets of profile monitor chambers. We have completed its
design by June 2004, and then, in July 2004, we have submitted it for
international bidding, and finally placed an order to Hitachi Cabling
Co. Ltd at the end of August 2005.

7. <<Nuclear Transmutation Group>> by Hiroyuki OIGAWA

       .R&D ACTIVITIES FOR TRANSMUTATION EXPERIMENTAL FACILITY (TEF).

          As one of the R&D activities on materials for the spallation
target vessel of the ADS (Accelerator Driven Transmutation System)
Target Test Facility (TEF-T), amount of tritium measured for the
austenitic stainless steel specimens irradiated in the SINQ target-3
with 580MeV proton incidents. It was found that the ratio of residual
tritium to generated one was estimated to be less than 20%.
The 3rd Asia ADS Workshop was held on Sep 21-23, 2005, at Beijing,
China, hosted by the China Institute of Atomic Energy. Current activities
to develop ADS were presented from Japanese, Korean and Chinese
institutes, and from European guests. The collaboration among Asian
on promotion of the J-PARC ADS project was also discussed. It was
recognized that the "Call for Preliminary Letter Of Intent (LOI)" for
TEF would be a good trigger to establish the international users
community.

8. <<Radiation Safety Group>>

       .APPLICATION FOR RADIATION LICENCE TO MEXT WAS SUBMITTED.

          The first application for the radiation facilities at
J-PARC (LINAC and the Switchyard in the Hadron Facility) was submitted
to the Ministry of Education, Culture, Sports, Science and Technology
(MEXT) on 31st August by two institutes, JAERI and KEK. The
application form was officially agreed beforehand. In order to
discuss the technical safety point of views of the facilities, MEXT is
planning to organize an advisory committee, being composed of
specialists in radiation safety at accelerator facilities, and the
committee is scheduled to meet for a few times between October and
December. In relation to the application, seven MEXT officers visited
the J-PARC site to study the facilities still now under construction.

          The 6th Expert Committee on the MLF Neutron Source was held
on 13 September. As this was planned to be the last committee, the
main item to be discussed was about the final report concerning the
safety of the MLF neutron source. The report was granted by the
Expert Committee and is going to be submitted to the Safety
Deliberative Committee on Radiation Safety of J-PARC. After the end of
the Expert Committee, the members visited a laboratory for the Hg-
target mock-up system and the construction site of MLF.
